No mês de agosto de 2017, foi criado um grupo de trabalho (GT) com surdos de referência da comunidade surda incluindo os professores surdos bilíngues de instituições federais com representação nacional, com o objetivo de analisar, discutir e promover propostas que efetivem a equidade social, cultural e linguística dos surdos nas diferentes instâncias com uma proposta viável, tendo por base a perspectiva e vivência da pessoa surdo. Este documento apresenta políticas no sentido de implementar o que está previsto na convenção dos direitos humanos regulamentada pelo Decreto N’ 6.949/2009, assim como a Lei l0.436/2002, o Decreto 5.626/2005 e o Plano Nacional de Educação, Lei 13.005/2014,e a Lei Brasileira de Inclusão n’ 13.146/2015 (LBI) que prevê questões relacionadas com a Língua Brasileira de Sinais (Libras), o direito linguístico das pessoas surdas e a educação bilíngue (Libras e Língua Portuguesa) para surdos.
